is this a good quality kit that can produces quality tattoos or is there another kit you can recommend. i was also thinking about getting him the A to Z Tattoo Book listed, will this book get him tattooing? any advice would be great, his bday is on the 22nd.. thanks in advance.

If you can afford a few extra bucks, then I would suggest getting the intermediate kit http://www.supplytattoo.com/intermediate-tattoo-p-551.html
It's tough to use a single machine for lining and shading because you have to adjust it each time for the proper use.
Another VERY IMPORTANT piece of equipment is an autoclave. He will need this when he starts tattooing people (although there should be plenty of practice time before then). He could use all single-use disposable tubes at first, but I find the stainless to be much more comfortable but they must be sterilized in an autoclave after each use.
There's so much information in this forum that can really help get him started out right. There's so much to learn before you ever touch a needle to skin! As far as the Huck Spaulding book, I personally haven't read it but I have heard many people say that it does have some good information in it. There is also a video or DVD set that walks you through the proper techniques and they cover everything from making needles, machine setup, outlining, shading, bloodlining, etc. The MOST IMPORTANT thing to learn in tattooing is STERILIZATION AND CROSS-CONTAMINATION. Without that knowledge you run the risk of infecting yourself and/or others. Nobody wants that.
I hope this helps you and have a great time in this forum.

thanks alot pigment, i really appreciate the response. i decided to take your advice and get the intermediate kit and will be on the lookout for dvd's. when he is ready to tat people we will look into getting an autoclave. i think he is really going to like this bday present, i know i will when he is good enough to start tattooing.
