I've been using Paintshop Pro for a long time. If you'll look in my personal gallery you can see some of the work I've done. Mostly I draw a picture then scan it. Then take it into paint shop and redraw it using the bezier curve line tool. It's a really great tool for cleaning up a pencil sketch. I've also used paint shop to mix as many as three seperate pieces of flash to make one design. I'm not really familiar with photo shop but the tools are similar. The layer tool is the most powerful tool in the whole program. Make a new layer for everything you draw or color and you have the flexability to manipulate it anyway you want.

adobe illustrator is really good for redrawing stuff you scanned in.

There used to be some plug ins(filters) for photoshop that would pull colours out and the such or just find the outline but it's been a while since I have used PS and forget which ones they were and I dont know for sure if they would work with cs I used photoshop 6
eye candy 4000 was a good group of filters but I really dont remember what was in them other than I used it to do graphics a couple of years ago.

Yeehaaa, a topic I can help out on...
Nekrotek's tutorial on Out lining in Photoshop.
The trick is with PhotoShop, every image you want to do this with may need diffrent steps.
For the most part you can do it like this, there are a ton of ways but this is one of my standards.
For Lining out a piece
1. Scan in the art, use a Digital camera or even some flash you find online.
2. You can use the Lasso tool and start to do the main out line for the image.
3. After going around the out side of the image it will creat a channel once the the lasso connects back to the start point
4. Save that chanel, in the channel window. "so you dont lose the work you spent the time to make." "it should still be up, unless you clicked the image again, that'll drop that chanel and start another, un do that fast"
5. With that chanel selected, you create a new layer and then you can Stroke the channel "1 to 4px or higher, pending on how think you want your lines"
6. For the inside detal of the image you can use the Lasso tool again, but it's a little more tricky, Create a new Layer and this time you want to follow the line you want to create/copy and then go to the out side aways and reconect the points again, and then create a new layer and stroke the line.
7. You will have some extra lines from reconecting the points, but you just erase them or use the marquee or the Lassoo tool to slect the extra and then delete it and leave the line you wanted.
8. Save
9. Rinse and Repeat, till you have all the lines drawn.
10. Save again, and save ofter, a crash or a silly mistake and you can lose hours of work.
Using the Wacom tablet is a good way to do it also, but your lines might not be as soild cause with that you are just really airbrushing the lines and it can be a little inconsetaint. Once you get used to the Lasso tool, you can make soild clean lines that can be printed really well.
Pending on the image you can use some of the built in filters in CS to find the out lines also, but if the images has alot of detail, it can just turn into garbage.
Some filters to try.
1. Find Edges
2 Glow egdes, you will need to re - Invert the image after you do this one.
3. Poster Edges
4. not a filter but can be used after some of those "Brightness and Contrast"
5. Ink Out lines. "not a tattoo thing really, sounds like it tho. more of a Pen and Papper thing"
There maybe be Some Action's on the Adobe Site that can do some of this to by just clicking a button. I'll try and see what I can find while I'm at work tomorrow.. Just finshed my project at work and will need something to do
_______
I Been using PhotoShop for my Job for the Last 12 Years "Interface Designer,Web Designer, Digital Artist Yaddaa yadaa", so this stuff is easy for me most of the time. Just keep workign at it and it'll get easier, start with a SMALL image with out a ton of detail. Then start to work on harder images as you start to get it down.

What I do in Photoshop is use Image\Adjustments\Channel Mixer and bring the Red/Green/Blue up to 200% and the Constant down to -200% on all 3 Output Channels. The result is this:

Then I'll just use the lasso tool to select areas to erase to get this:

have to post this...for the newbies, that method is perfect cos it shows you all the shading you need to do on the 2nd step before you hit the colours :)
