what do i have to do to become state licenced?

so according to this i can only work in a tattoo shop if i have
a registration issued by the department as a tattooist or body
piercer
so no matter how good an artists work is people cant hire him if hes not registered? or can he be hired and get registered by the tattoo shop itself?

it also says if i want to become registered i have to submit an application to the department. where is and how do i get a hold of this department?

Since I live in California and not Texas I really can't speak to Texas Law.
But I would say to start with the phone book, talk to someone from your local Dept. of Health or whatever it's called in Texas. I'm sure they can answer any questions or at least point you in the right direction. I would also recommend starting as local as possible, maybe even with a call to city hall.
