How long after a tattoo should I wait to touch it up. Is three weeks long enough?

Imho,
Depending on the piece, and I'm saying this because as a corporate policy we guarantee the ink for life. This is what I recommend
(Assuming that the ink healed with good results, and there is *NO* clear scar tissue at all, anywhere.) It will automatically be a little more sensitive then when they actually first got the tattoo anyway.
I usually say to give it at least 4 to six weeks depending on where is is on the body and the size, or if it's B&G or color work. Better to give it plenty of time as opposed to scarring the tattoo, and losing the benifit of a lifelong "Completely satisfied" client, and the potential of tattooing all their relatives, friends, co-workers and more...
Be safe and you will be respected for it in the ling run my friend.
