I'm looking at replacing a tube sleeve on an iron frame. I'm thinking of using steel, is there a specific type that I should use or that you recommend? Also, would I be able to braze the sleeve to the frame, or use a mig spot weld?

any thing will do the job from brass to steel of different grades. depending on the material used will tell you how to fix it

check the shop where to buy plumbers stuff, theyve got a brass thingy (pipe fitting) that just needs a diagonal cut to become a great sleeve. sorry for my english.

ok late on this one but shiz happens.

You can always go for 3/8" stainless for you're replacement, is already 5/16" inside. As for fixing, you don't need to braze unless you're gonna heat treat your frame. If not a simple drop of superglue at the base will be ample to hold it in place, then if you ever need to replace it heat the chuck and it'll slip strait out.
