Are you wanting to BUY Damascus steel or make it? I can tell ya' how if ya' want to give it a shot, it's fun, especially when ya' get that first piece right. Its a bit of a project, but once ya' get the tools needed you can tackle alot of other projects as well.

That'd be enough to make 2 outa, also nice and thick so you only need to double up on the chuck, also has scope for scalloping out a bit to expose the grain within the grain.

If your REALLY interested in making your own stock for frames and such, you first need to educate yourself with forging techniques....more specifacally Forge Welding ...its not that hard to build yourself a forge and create for yourself, its time consuming where as you may want to apply more of your time to actual tattooing, its just up to you what your looking to do. And its hell on the hands if you havent done it before lol. I have a home built Forge because I got into that stuff a few years back when I was dabbling with old Blacksmithing techniques for sculptures I was doing.( just something I always wanted to do after years of actual commercial type welding and fabrication, ya' know something just for the fun of it for a change lol)
I will say that the only thing you'll obtain from damascus type frames is appearance only, because of the mix in high carbon steel with medium carbon steel you'll not get anything stronger than what you get with most steel frames, which is not an issue with tattoo machines anyway (for the most part).
For just what your wanting though a cheap homemade forge, a small anvil, hammer, tongs, some steel cable of decent thickness, Anhydrous Borax, a place to do this depending on where you live lol (neighbors?) and alot of patience.
One of the masters of Damascus style work is James Hrisoulas ...try and locate a book called "The Complete Bladesmith" by him, really the shit!
If your really interested PM me and I can tell ya' more, I dont guess they want me tieing up a tattoo forum with Blacksmithing classes lol.

Im not sure on kilns....not sure of how they work, 'cept maybe the old stone ones.......if you've got a way to force air into a specific area and room to work your piece I guess it might work......but you can start out with a wheel barrel pan mounted on some steel legs, find you a little electric blower, cut a hole to match the size of the opening in your blower, put some fire bricks in the bottom and (I have a local supplier that has coal) but if you dont, charcoal will work....alot of it lol. I can draw ya' up a plan if ya' want for one , its pretty simple. But this will make you a good beginners forge. I'll post ya' a drawing here or PM ya' with it ok? Then we can go from there on actual processes and tools you'll need.
